National Coalition Against Racial Discrimination (NCARD) is a nonprofit, non-governmental alliance  of different groups subjected to Racial and other forms of discrimination prevailed in Nepal. It is a human rights organization committed to eliminating social, political and gender discrimination as well as racism, extending national and international solidarity among the minorities through advocacy and action oriented programs.

 NCARD is a post–Durban follow up network founded out of the national preparatory committee (NPC) formed for the UN world conference against Racial Discrimination, xenophobia and  intolerance, organized in Durban, south Africa in 2001 and registered under Kathmandu Chief District Office (CDO) in 2003 and Social Welfare Council (SWC) Nepal. It is an NGO in Consultative Status with the United Nations Economic and Social Council (ECOSOC).

Primarily, it aims at developing coalitions among marginalized groups in order to increase receptiveness of political parties, civil societies and concerned government bodies for their rights and issues aiming the following:

 

i. To promote and protect Civil, political, cultural rights of excluded groups of Nepal.

ii. Enhance dialogue, negotiation and networking among marginalized groups and traditionally excluded groups to assert their particular issues of concern.

iii. Organize the marginalized groups' perspectives vis-a-vis the new constitution and disseminate them among political parties, civil society and experts linked to the federal Nepal.

iv. Get access to the works of the United Nations and disseminate them to the alliance member organizations and stakeholders

 

 NCARD Strategies:

 

·         Capacity Building: through Trainings, workshops, conferences, seminars and Civic Education

 Discriminated groups are enhanced with their capacity and promoted them to raise voice and make their representation in activities to fight with the discrimination they have been facing. 

·               Advocacy:

·         NCARD works with the discriminated groups, such as: Indigenous Nationalities  (Adibasi janajati), Women, Dalits, Muslims, Madhesis and other minority groups with view to promoting implementation of  national and international human rights instruments. It reviews legal standards so as to recommend for the substantial changes in the field of discrimination. It pleads for concurrence of discriminated citizens, international communities and unite them for one voice in bringing desired outcomes.

About us

We are a group of pleaders for elimination of RACIAL AND all other forms of DISCIRMINATION, have been working since 2001 among socially, politically, culturally excluded groups of Nepal. It was formed after entrenched realization of people being subjected to unjust treatment on the grounds of Race, Ethnicity, and Gender at Social, Political and Governmental level.

We work on the base of PRINCIPLE OF EQUALITY in mind and action, adhered to Universal Declaration of Human Rights (UDHR), Nepal’s Constitution and National and International Legal Standards.

Our effort sensitizes,  generates interest groups, create space for debate and seeks for consensus which reaffirms and develops right to equality in every social, political and governmental mechanisms.

 

Therefore, We hereby, declare:

Recalling the inherent dignity, equal and inalienable rights of all human beings proclaimed in United Nations Charter and UDHR that confirms all human beings are born free and equal in dignity and rights.

Recalling Article 26 of the International Covenant on Civil and Political Rights of the Right to Non-Discrimination

Realizing that discrimination is the root cause of violence and conflict (socio-ethnic), which denies peace and harmony in society hindering human development

Reaffirming effective enforcement of anti-discriminatory legislation for promoting equality

 

NCARD envisions eliminating discrimination to create a world where all human beings disregarding sex, gender, race, ethnicity  be treated with respect and dignity whereby, all human beings participate on an equal basis with others in areas of economic, social, political, cultural or civil life. All human beings are equal before the law.
