National Coalition Against Racial Discrimination (NCARD)
HISTORY OF NCARD
The National Coalition Against Racial Discrimination (NCARD) is an action oriented independent and non-governmental network of organizations working with victims of discrimination. It was formed in 2001 as a National Preparatory Committee for the World Conference Against Racial Discrimination, Xenophobia and Related Intolerance (WCAR) in Durban, South Africa from August 28 to September 7, 2001. NCARD is committed to implementation of the WCAR's Program of Action (POA), and encouraging Nepal's government, civil society, international community, and other institutions, to do the same. It was established as an alliance of various groups suffering from racial and other forms of discrimination. The alliance constitutes the federation of different traditionally marginalized groups, such as the Indigenous Nationalities (INs), Dalits, Madhesis, Terai people, Muslims, Kamaiyas, Gurkha ex-soldiers, linguistic and religious minorities; as well as a few Human Rights organizations.

OBJECTIVES:
The main objective of NCARD is to come up with periodic action plan related to various victim groups in that the whole NCARD movement can be directed to reducing inequality, injustice and intolerance with proper means.
The specific objectives are as follows:
To increase awareness about racial discrimination and its consequences among the discriminated groups and civil society.
To implement the World Conference Against Racism (WCAR) Program of Action (POA) at local and national level.
To network with NGOs working in the area of antiracial discrimination so as to develop solidarity and collectively pressure concerned agencies.
To organize interactions among discriminated groups, civil society, politicians, media persons and other individuals so as to better understand and address racial discrimination in
To follow the POA so as to fight for equality, equity and dignity.
To prepare a periodic action plan on issues concerning discriminated groups
To perform effective activities towards a new constitutional building process that ensures cultural plurality of
To carry out activities concerned with elimination of racial discrimination - such as study, research, meetings, conferences, publications, training, campaigns and public consciousness programs at a national and international level.
